A lender can have a clean office, a sharp logo and a pile of cash ready to lend. Then somebody asks one rude question.
“Have you budgeted for the licence?”
That is where many plans start limping.
Getting a money lending licence in Zambia is about more than paying an application fee. Your company, court process, police clearance, council requirements, tax registration and payroll obligations all need attention. Getting them right from the start protects your business and helps you build credibility with borrowers.
Money lending can make money. Fast.
Poor preparation can also eat that money. Faster.
The core money-lender licensing requirements
A money-lender’s licence is an essential part of setting up a compliant lending operation. The applicable statutory fee should be confirmed with the responsible authority before applying. For help understanding the process and preparing the right documents, enquire for a tailored quote.
The licence is issued by the Permanent Secretary at the Ministry of Finance and National Planning under the Money-Lenders Act route. It is not issued by the Bank of Zambia.
That distinction matters. Many people waste days asking the wrong institution for the wrong approval. You need to understand the regulatory lane before you start paying people to “process” documents for you.
The licence runs on a calendar-year basis and expires on 31 December. Plan ahead for renewal so that your business is not caught unprepared.
The applicable licensing fee may depend on when the licence is issued during the year. Confirm the current requirements before submitting your application.
Do not get too excited about a shorter licence period.
A shorter remaining licence period does not remove the other set-up requirements. The smart move is to plan for the entire operation, not just the licence.
Statutory fees can change. That is why you should confirm the latest official schedule rather than rely on old information passed around by other business owners.
Do not build your budget using outdated gossip.
One business address, one licence
This is the part that catches growing lenders.
The law requires a money-lender’s licence for each business address. One licence does not automatically cover a branch in another part of town, another district or another province.
Take a lender starting from an office in Lusaka. The owner completes the licensing process and starts serving borrowers. Later, business improves and they open another office in Kabwe to be closer to customers.
They assume the Lusaka licence follows the business name everywhere.
It does not.
The new address may require a separate licence, alongside its own council requirements and practical operating arrangements. The better move is to plan expansion before signing another lease. Proper guidance helps you avoid costly compliance surprises.
Growth is good.
Unpriced growth is a bill wearing a suit.
If your first outlet has not built consistent collections, do not rush into branches for status. Build the operation properly. Track loan book quality. Track arrears. Know whether your collections and systems can support another compliant location.
The requirements people forget to include
The licence is only part of the process. A properly prepared lender also considers the documents, registrations and ongoing obligations needed to operate with confidence.
Subordinate Court fee
The Subordinate Court process may involve an application or certificate fee. Confirm the current requirement directly with the relevant court before you submit or pay.
A serious business does not leave compliance requirements to guesswork. Clear guidance at this stage can save time, prevent avoidable mistakes and help keep your application moving.
Ask the court what fee is currently receipted for your application. Keep the receipt. Keep a copy in your licensing file.
Police Clearance Certificate
A Police Clearance Certificate is part of the money-lender licensing requirements. Check its current validity period and arrange it at the right stage of your application.
Timing matters here.
Do not obtain police clearance too early, then leave the rest of your paperwork unfinished. You may find that the certificate expires before the process is complete.
A practical sequence is to prepare your company documents and court requirements first, then obtain police clearance when your application pack is nearly ready.
PACRA company registration
If you are starting from scratch, you may first need a legal entity. PACRA handles company incorporation and name clearance, and the relevant incorporation forms should be completed correctly. Proper company registration gives your lending operation a stronger legal foundation.
Company registration is not the money-lender’s licence.
It is a separate foundation step. You cannot replace the Ministry of Finance and National Planning licence with a PACRA certificate just because your company exists.
Keeping your PACRA records and annual filings up to date matters. A business that neglects its registration obligations risks complications that can disrupt operations and undermine confidence.
ZRA tax-type registration
A TPIN may be generated through the PACRA-ZRA interface, but you must still ensure the appropriate ZRA tax-type registration is completed.
That is a compliance requirement. It is not another money-lending licence charge.
Do not confuse tax registration with money-lender licensing. Treat each requirement separately and prepare a clear compliance plan so that nothing important falls through the cracks.
Use your records carefully. A lender handles repayments, interest, staff costs and operating expenses daily. Weak records become a tax problem and a cash problem at the same time.
Local council levy
Your local authority may charge a separate business levy. This is location-specific.
Council levies and application requirements can vary by location. What applies in one district may not apply in another. Confirm the current requirements with the council responsible for your premises.
Do not assume a lender in Lusaka faces the same council requirements as a lender elsewhere. Ask the council where your premises sits. Get the current requirements in writing or from the official schedule.
NAPSA contributions if you employ staff
Once you employ eligible workers, make sure the business registers with NAPSA within the applicable deadline.
Both employer and employee contributions may apply. These are ongoing payroll obligations, not part of the money-lender licence itself.
Take a lender building a team to manage applications, collections and customer service. Payroll obligations need to be understood before hiring, alongside the systems required to keep records accurate.
The founder who focuses only on the licence can be surprised by the demands of running a compliant team. The better move is to plan payroll, PAYE and NAPSA obligations before making job offers. Ask for guidance tailored to your business structure.
What a realistic start-up plan should include
Take a lender preparing to open an office. The business needs incorporation, name clearance, police clearance, the appropriate court process, council approvals and the money-lender’s licence.
Each requirement plays a different role. The founder also needs to plan for professional support, premises, staff, systems, marketing, lending capital and ongoing administration. A tailored assessment helps identify what applies to the specific business rather than relying on a generic checklist.
Court and council requirements should be confirmed with the relevant authorities. Your exact location and operating model matter.
That is why I tell founders to separate their planning into clear categories.
First, statutory and regulatory requirements you can verify.
Second, the operational resources you need to build a sustainable business.
The licence lets you operate lawfully. It does not fund your loan book. It does not pay your collector. It does not recover money from a borrower who has switched off their phone.
Real lending is a collections business wearing a finance jacket.
Do you need a ZDA investment certificate?
For an ordinary money-lender’s licence, a Zambia Development Agency investment registration certificate is optional, not a prerequisite.
Whether a ZDA investment registration certificate is useful depends on the nature of your investment plans. Get advice on whether it is relevant before starting an additional application.
Do not treat every available certificate as a compulsory requirement. Some promoters package every available approval into a “must-have” list because more paperwork looks impressive.
Calm down.
Pay for what your business actually requires. If you are a straightforward local lender applying under the Money-Lenders Act, do not assume ZDA registration is compulsory simply because someone says they can arrange it.
Ask what legal requirement the payment addresses. Ask which authority needs it. Ask whether it is compulsory for your particular model.
If nobody can answer clearly, hold your money.
The compliance file you should build before applying
A licensing process moves better when your documents are organised. Not scattered across WhatsApp chats, a receptionist’s drawer and somebody’s Gmail.
Create one physical file and one secure digital folder. Keep your PACRA incorporation records, name clearance, TPIN and ZRA tax-type registration confirmation, police clearance, court receipts, council documents and all licence correspondence together.
Also keep proof of the business address you are licensing. The licence is tied to an address, so an unclear premises record creates unnecessary questions later.
Renewal should also go on your calendar well before 31 December. Do not wait for the last week of December when everyone is chasing signatures, closing books and travelling.
The step people skip is this one: they do not assign one person to own the compliance calendar.
Then the founder says, “I thought accounts was handling it.”
Accounts says, “I thought the administrator was handling it.”
The licence expires while everybody is handling it.
Put a name beside every deadline.
Frequently Asked Questions
How do I find out the cost of a money lending licence in Zambia?
The applicable statutory licensing fee should be confirmed with the responsible authority. The licence is renewed annually and expires on 31 December. For help with the requirements, documentation and application process, enquire for a tailored quote.
Who issues the money-lender’s licence in Zambia?
The licence is issued through the Permanent Secretary at the Ministry of Finance and National Planning under the Money-Lenders Act process. The ordinary licence is not issued by the Bank of Zambia.
Can one money-lender’s licence cover several branches?
No. A licence is required for every business address. Budget for separate licensing costs when you open another office.
What should I plan for when starting a lending business?
Plan for PACRA incorporation and name clearance, police clearance, the court process, local council requirements, ZRA compliance, premises, payroll and NAPSA obligations. ZDA investment registration is not ordinarily a prerequisite for a money-lender’s licence. Enquire for a tailored quote based on your business needs.
Budget like a lender, not like a hopeful borrower
The licence is important. But it is only part of building a lending business that can operate confidently and grow sustainably.
The smarter question is whether you have prepared the whole operation around it.
Have you included the address-by-address licensing rule? Have you checked your council levy? Have you prepared for annual renewal, NAPSA and the daily grind of collections?
Do that work before company registration turns into another framed certificate on the wall.
